If you mean wholesale data, it has only been available on ALL networks as of this year. If you mean Thmbnls, this campaign started in mid Jan, but this is the first time I have seen someone pick up on this key element of the campaign - i.e. the brand paying for the data to make downloads totally free (no browsing/download data charges for the consumer).
